There are quite a few blonde women, it's not as common when it comes to guys but there is a certain type of guys my age (in their 20s) that likes to dye their hair blonde. They usually go often to tanning salons, drive flashy cars and listen to top40 radio. They are called "hnakkar". This is what a typical hnakki looks like (except for the haircolor maybe)
