Bush's policy is simple : America is the ruler of the World and it intends to keep it that way. The war on terrorism, while addressing a genuine need, is nonetheless used as an excuse for getting rid of any threat to its safety. This isn't the first time a superpower is threatened -- it kind of goes with the job, historically. With the war on terrorism, the biggest superpower there ever can invade countries that are far away and would not be able to cause harm in the US by conventional means. Whether or not it is acknowledged, this is a great way for a superpower to maintain its hegemony. It can go to trouble spots and progressively get rid of those pesky geopolitical wrinkles that stand in the way of freedom, liberty and lots of money.
