Price, availability, and the fact that just about anyone can build a Windows PC with cheap parts. Apple doesn't try to go after the low end of the market and doesn't really sell to the Walmart crowd.

Otoh, Macs may cost more upfront but
a) They hold their resale value much better. Back in 2001 I purchased a Power Mac for $2999, and then sold it 18 months later for nearly $2000. 2 year old Windows PCs, regardless of any original price, are probably worth $100 AT MOST 2 years later unless you luck out and find a sucker.
b) They are cheaper in the area of TCO (total cost of ownership). Heck, 4 years of virus updates alone cost most Windows users an additional $200.
