Re-arrange it so the front desk acts as a kind of obstacle to the rest of the store, that way they have to speak to somebody to get to the dresses, however it might cause a bottleneck. Have a staff member always hovering near the front of the store. Also maybe have the signs by the dresses as well, not just one, but a few.

She thinks something like this is too long and that some customers will get distracted by the gowns and not even read it.

If you put it near the door on an easel it wouldn't be missed. It'd need to be a large, mounted poster-size sign. I think it would do nicely.

I think it's important to tell her customers why she's doing this (i.e. to serve them better) and to thank them for their participation in the process.
