It celebrates the day the slaves in TX found out they were free. They were legally freed 2 years prior, but due to many circumstances (there weren't enough Union troops there to enforce it), they didn't "find out" until 2 years after-the-fact. For decades it was the only holiday that African-Americans were allowed to celebrate at all.
It is celebrated outdoor-festival-style with musical acts, dancing, food and speakers. Typically the speakers will attempt to raise consciousness about the state of the African and/or African-American citizen.

Okay, thanks! It's definitely a serious theme for a festival. Does that affect people's mood and thoughts, or do most people just go there for the party?

It used to affect ppl's thoughts, but nowadays, ppl just go 4 the food n'entertainment, and just to be outside.

The first wednesday through sunday in august, is Fiesta time in Santa Barbara. Fiesta is the celebration of our rich spanish and mexican culture here. We have 2 parades, the starter to fiesta is wednesday's parade which is held down our main street, "State Street." All the stores and businesses are closed at noon, for the Fiesta Parade. After the parade everything reopens and the parties continue downtown! Everyone dresses up in traditional spanish attire. Fun to watch all the "gringo's" in sombrero's, drinking corona's and margaritas. All of downtown is filled with mariachi music, and delicious mexican food!
Saturday morning, the Children's Parade is on! all the children of Santa Barbara dressed in the cutest traditional spanish clothes, going down State Street. All downtown is one big happy hour!!
