Defintly go by train. Interrail sells tickets that are valid in the countries you want to visit. 500 euro max for 3-4 weeks of travelling by train.

BTW, I was in Budapest in 2002 and it is a beautiful city . I also visited one or two small villages near the Austrian border on various occasions, but that doesn't count .
