You could maybe shrink it down with Windows Movie Maker. You can specify a file size i think.  " | |

The problem with it is that if you have a file that's in letterbox, it will take the image and stretch it to fit the specific dimensions. Maybe there's a setting to change that, but I haven't found where it is if there is one, though. Otherwise, if it's not in letterbox, yeah...it should be suitable for your needs to shrink down the file size a tad. | |
