specific graphic programs for editing photography

i'm looking for a program that would specifically have layers, and such to create a old look for some photographs. I am trying to make them unique as possible but very hard without some resources.. i'm looking for some really creative programs ..

yes, and i have that.. but i just thought there was maybe something else that was specific to what i'm tryin to explain.. maybe i'm not explaining what i really need.. hmm

I bet you can get a plug in for PhotoShop from a 3rd party that would do what you want nod

maybe thats what i need, a plug in program for special effects.. hmm i think thats what i'm tryin to say

Well, what tools do you need that Photoshop doesn't have?

It has layers
It can change colors of photos and textures, which both will make it look old.
It can do all these things in a non destructive way, and in parts of the photo that you choose.

Check the Actions, I'm sure there's an action for old photos in Photosop. Make sure you check all of their Action groups.
