The arms race was basically the quest for more and more weapons (WMD) between the Eastern Bloc countries primarily USSR and the USA and some of its allies. This really ended when the Berlin wall came down and USSR was opened up. Since then there has supposedly been a gradual climb down....hence "dead arms race"

An arms race is when once person or country or whatever tries to show another they have more weapons than the other, which causes the other to get more weapons, and so on and so forth infinity. Or maybe it's who can build a bigger bomb faster. That kind of thing.

He's not saying "dead" but god damn. And he's saying he's feeling like instead of a scene that his band is a part of, it feels like he's in heavy, dangerous competition. Or at least making that the metaphor.
