I have a graphic file that I want to transfer to GIF. It's in EPS, but I also have a JPEG. Is this possible.

The option for doing this is greyed out in Photoshop.

What program do I need?

I use ACDSee to view pictures and with that I can simply "Save As" and choose GIF as the file format.
