We use Vonage in my house and it's excellent. It's just like using a normal land line and we have the same calling deal. This one's for you.

I know two people who have it and it cuts in and out really really bad at the worst times. They have had the repair people out a thousand times and basically were told it just is going to happen sometimes.

The VOIP requires you have power, to the computer, and through the internet account. If anything happens to that power, you lose the phone too.
That's only one of several reasons it's a BAD idea. They make it seem like a great deal. To me it isn't. I don't have enough long distance phone calls to make. I use my cell phone minutes for long distance. I pay 15 dollars a month for a local land line. VOIP is not all it's cracked up to be. News: Prince pulls his head out his ass in the last moment.
Bad News: Prince wasted too much quality time doing so. You have those internalized issues because you want to, you like to, stop.

I have VOIP and I absolutely LOVE it! I cannot tell the difference in quality and my friends that call haven't noticed any difference either.
You do not need to have your computer on for this to work (however, you do need a high speed broadband service). I know alot of people have unstable providers, so this is probably not a good option for them, but I honestly cannot think of the last time my service has gone out. As for the power supply, you can buy a UPS for like $20 and never have to worry about that. For $29/month - I have unlimited long distance and every imaginable call feature and then some! I can take my phone with me when I travel (with internet connection) or I can log into my account to receive emails or see my call log etc. It may not be a good solution for everyone depending on what service providers your area has, but its worth looking into, an excellant option for a 2nd line (got kids?). ~When you understand why you dismiss all other gods, then you will understand why I dismiss yours~
