You're in a nice restaurant on a date, or eating with some friends, or whatever..the person at the table next to you is having a conversation (loudly) on a cell phone...do you say something?

For all of the above it depends on my mood, but most often, yes, I'd help the elderly cross the street and I'd likely keep my mouth shut on the rest. Most of that stuff I just let roll off my back, but if I'm in a particularly irritable mood, I might speak up.

i tried to help an old person across the street years ago when i lived in NYC, and she yelled at me for treating her like an "invalid". so i stopped.

See, what I'll generally do is ask if someone needs help. If they want it, great, if not, then they can tell me that and very few take offense.

Yes I say something, most often I say outloud that they must be the "owner".
No, dogs yulp sometimes for nothing. I do look however and that makes people aware of being watched.
No, you have no rights to say something to anothers' child. Once there was a brat and they were not listening to their mother who was trying to get the child under control. I looked at the child and said, "you should really listen to your mother" the woman looked at me and said "don't scare my child".
If a behavior like that is tolarated at a "nice restaunt", then you need rethink your idea of what a "nice restaunt" is.
