It was started by youth in Ca. 4:20 was the "safe time" for them to smoke pot so that they could get high before their parents started returning home from work. The youthful group would smoke at 4:20. They started making jokes like "is it 4:20 yet?" and this started a trend that became a standardly execpted potculture refrence.
