Party in Fresno City Limits

I just got this weird shirt from my Uncle. On the front it says Paramount Picture Print Security. On the back it has a creepy looking alien hand touching a sign that says "Party in Fresno City Limits". The "Party in" part looks like it was painted on with a spray can, and the rest is just a normal green City Limits sign.

DOES ANYONE KNOW WHAT THIS SHIRT IS ABOUT!


I did ALL kinds of Google searches and got no returns and I STILL have no clue...
