here is part of the problem with the sex offender thing--is that if a 19 year old has sex with a 16 year old that he has been dating, but its considered statuatory rape, then he would have to register as a sex offender if he is charged/convicted of that.

I agree though, that monitoring has to be stronger. And why in the hell do they have these people living across from elementary schools and crap?????

I just heard about this 19 year old who was blind and was raped. This man pretended to be a good samaritan by helping her home.
