Vote-man or woman? I don't mean to be heartless but this is a fictitious character in a KIDS cartoon. Check out the full beard stubble. I am having trouble deciding if that is a man or woman and wanted some second opinions.

Stallone (or a mimic) did the voice. Definately supposed to be a man in drag.  Thanks for the laughs, arguments and overall enjoyment for the last umpteen years.
