A few things work well.

Buy a protable DVD player. Bring it everywhere U travel (even if the drive is only a couple of hours)

Get them involved in some type of sports or local theatre productions. That energy CAN be channelled.

And never repeat yourself. Issue the ultimatum once, don't expalin yourself, then issue the punishment. Zero tolerance policies seem to work.

Also, I bought my newphews an X-box and a Gamecube. Video Game consoles are the best babysitters. It teaches them strategy, reasoning, and agility. And they leave you alone for hours and hours--much better than the boob tube.
