Here's why:

http://www.straightdope.c...4_010.html

Short answer: federal regulations require it. And yes, the banking industry tried (without success) to get an exemption for drive-up ATM's.

While we're on this subject, I used an ATM today and noticed that it had a headphone jack. Since I had a pair of headphones in my computer bag, I connected them to see what would happen. Basically, I got an audio version of what appeared on the screen, plus helpful comments for blind folks such as, "It's the second button from the top, to the right of the screen."
Please note: effective March 21, 2010, I've stepped down from my prince.org Moderator position.

Cool, haven't seen any ATM's like that around here. So now not only can't blind people see when someone's sneaking up on them, now they can't hear it either. Genius idea!

nod Exactly. The accomodations for blind persons at the bank are the result of the ADA Act of 1990.

Are you sure?

No dice, said the Architectural and Transportation Barriers Compliance Board, reasoning that driver assistance "would not allow the [blind] individual to use the ATM independently." This may sound like one of those absurd points of principle, but ATM manufacturers say a fair number of blind people do take cabs to drive-up ATMs, and nobody wants to ask a total stranger to help with a financial transaction.
