The puppets on Sesame Street ARE Muppets, and yes, there has been quite a bit of crossover between the two. Kermit MC'd the Muppet Show, but also acted as reporter for the "Sesame Street News" skits. Bert & Ernie made a guest appearance on TMS. Big Bird, Oscar and other SS characters had cameos in the Muppet films (and, if I'm not mistaken, some of the Muppets appeared in cameo roles in the SS film "Follow That Bird"). So yes, they all exist in the same universe. Jim Henson created all of them (and, alonside Frank Oz, did all the voices for the characters on BOTH shows).
