Once a guy is released from jail, you cannot stop him playing the lottery, period. you also can't stop him betting on the races, whatever. pracically it would be impossible to police, quite aside from the ethical issues about sentences which have been spent.
the point about this guy is that he was still under sentence. he happened to be at a bail hostel and bought a ticket. it's prohibited for persons serving sentences to play the pools, for example (for all y'all not in the UK, the pools is a game in which you try and predict the nationwide football scores), but the lottery is not yet prohibited. that's what the government is proposing to change, not a blanket ban on ex-criminals or ex-lifers playing the lottery. what happens to the cash in this instant will depend on civil suits and any judgments in that regard. i strongly, strongly doubt the government could get away with freezing the money, using the guillotine procedure to rush through a change to the law and then make the change retrospective.

That's not a life sentence. Even if he's "reformed", it's still not enough time to have served for a sentence. His victims should sue him for it all, or at least donate it to rape crisis lines. And most of all-change the damn law. If nothing else, the public should be able to spread the wealth of a convict. i dont think he will ever be reformed and its a sad, pathetic law system we have over here , the peeps that do the crime go to prison and come out with qaulifications and money and get set up again, so its like hey if u comit a crime hey no worries we send u 2 prison, six months or whatever, when uve got fit in our gym, watched all the latest dvds and listened 2 all the new music and got educated enough 2 get a beta job then we will unleash u back 2 the community and u have paid nothing for all u have gained, the people that pay are the victims. so yep ur damn rite our justice system is pants and a contradiction in words itself JUSTICE!!lmfao.....ok sorri about that , just had 2 vent it.. love and peace

OK true, but in Holland nobody has to be poor (like in not enough foor). I heard they had just had a real bad time and with 16 kids I guess they could use the money well. The husband stayed at his job. I think it's a lot better than a rapist. Just tryed to be positive and show that the world isn't all unfair
