Without blinding you with jargon, it means:

Your program for some reason is not responding

Hope that helps!

it means what it means, a program or programs has ceased to function properly... best thing to do is reboot and see if it continues... if so... un install the program that ceases to respond and re install it,

I've been rebooting it 20 times a day for the past three days. I've deleted the programs I believed to be responsible (they showed up right when the trouble started). No avail. The program that stops responding is explorer and I don't know how to reinstall explorer without explorer to download it from.
I have lots of memory, this computer is only three months old and when I do "control-alt-delete" (over and over), it always says the cpu usage is only about 3-4 percent. I don't have more than one window open at a time when the program stops responding.
It does this all day, not just at high-traffic times.

The official owner of the computer won't let me download Mozilla or any other new broswer. If I don't have anything but IE, I'm stuck with IE.
