Not really.
The Band and Credence Clearwater Revival were there but neither of them were considered country.

Joan Baez had just made an awesome country-ish album, One Day At A Time (released January 1970) with a lot of country musicians in Nashville. These include Nashville legends like Pete Drake, Jerry Reed, Kenny Buttrey, Charlie McCoy and a bunch of others. Of course, none of these accompanied her at Woodstock, but there's a country-ish flavor to some of her songs there.

(Bob Dylan had issued Nashville Skyline about 4 months prior to Woodstock, and The Byrds had issued Sweetheart of the Rodeo nearly a year before, though it wasn't popular in its time.)

But as far as 'real' country artists go, no.

No, you can't really call those acts country. Crosby, Stills & Nash were there and Woody Guthrie's son Arlo, so that might be the closest to country that the festival got.
