It changes every few years. Once it was Marvin Gaye, then it was Teddy Pendergrass, in the mid 80's it was Bobby Brown, he was replaced by Keith Sweat. If you want to know who's popular look at your tumblr dashboard and count how often an artist's picture pops up. You'll be waiting a long time to see Usher's and you'll never see anyone adult contemporary unless it's a female like Adele. There's people disguising what R&B is. What Chris and Trey are is hit pop or pop&B. And their R&B definitely don't equal RHYTHM or BLUES.

His popularity had fallen off by then but no one had yet surpassed his numbers. Don't Be Cruel was certified 8x platinum and Bobby was certied 1x platinum. I think going by numbers it has to be Usher right now. Confessions sold 20 million.

Because his reign has lasted so long and he hasn't had a major hit since "I'm A Flirt". "Love Letter" got a lot of acclaim but only went gold. "When A Woman Loves" was played on the radio every 5 minutes but peaked at 16 on the chart.
CB's "F.A.M.E." went gold too, but it also had 5 top ten singles and I don't think he's reached his apex yet. Unfortunately Kells' career is winding down. | |

How? Billboard recently named him the most successful R&B artist of the last 25 years.
and just because R. Kelly's last major hit was in 2007 doesn't mean he's not the King still. Most of the artists with honorific titles haven't had a hit in over a decade but they're still "King" or "Queen". Besides Love Letter went Gold in 2 months with little to zero promotion, not many artist can do that.
