What's up with the mix of Partyman in the Batman '89 movie?

Something that's always bothered me. When Jack breaks out his boombox, It doesn't sound quite right. Is it an early mix? It sounds off to me and always annoys me when i catch the movie.

They weren't even dancing to Partyman on set - they were dancing to 1999. Partyman was added in the mixing stage.
