Tidal "black sweat" cover - who is this?

I always thought this cover was strange, can someone enlighten me who this man is or what is the relation to Prince? I found out that his name is Mr. Edward G. Robinson, and that he was an actor, but really, what is the connection to Prince? Why put him on the cover? I know he is mentioned on the live version that plays on tidal, is he so well-known in the US? Or did Prince just thought this cover looked funny (seemingly taken from the Wikipedia entry on Robinson...)? Or did Tidal produce this cover (streaming only...)

I think this is weird...

Yes! And you know he references him in the song. Was he a funky dude?? I've always wondered the connection to Prince as well. Anybody?
