I've seen the video - Prince was not wearing matador pants. Matador pants are high-waisted (as these are), but they are also form-fitting and only fall to the mid calf. Google "matador" and you'll see a million pictures of how they're dressed. Those are matador pants.

Yup. Ive seen that on a lot of his pants. They're like those stirrup leggings that used to be popular a couple decades back; you put them on and your foot holds the leg of the pants/leggings down so they don't go flying up when you moved.

If I remember stirrup pants correctly (and am of course dating myself! ) yeah, those straps went kind of far. I think the strap was ankle high on either side and well anchored. I think ballet tights have the same thing, but I'm not sure.
