I think that some would just rather chastise you about asking if Prince came up w/ it. As I mentioned in my previous post, I don't know where the quote originate from. I only know what it means. You can try to look it up and see what you can come up with, because I'm thinking that you're not going to find your answer here. Sorry.

ok young peeps, lol. There were a load of phrases similar to this floating around back in tha day, such as "act your age, not your IQ." Kids used to say it all the time. It's a slam of course, and P just put a spin on it with the shoe size comment, or rather, he's the one who put it into a famous song and maybe others hadn't heard it that way until then.

Size, weight, etc. differ from one country to another. There is no universal size chart.

Prince did an interview with a woman at Record World. They talked about whatever, then he asked her: "Does your pubic hair go up to your navel?" At that moment, we thought maybe we shouldn't encourage him to do interviews.

I have NEVER heard that expression - and it makes no sense. Even someone who's severely retarded has an IQ higher than a juvenile's age.

i know there is no universal size chart. that is why i asked what the 46 refers to. its usually not just an arbitrary number, it could be some sort of unit of measurement. just trying to expand my knowledge here.
