OK for this no picking cartoon characters because they are not PC, this forum is general discussion so let's keep it that way and NO P&R. My picks are based solely on them being lame

1. Scrappy Doo. No surprise here. Young kids hated him

2. Lady Jaye, oh god her voice drove me up the wall

3. Tim Drake, the poor man's Dick Grayson

4. Snarf, all he did was just say "Snarf"

5. Orko, kinda liked him if he just knew how to use his magic

6. MXYZPTLK, anytime he was on the Superfriends he ruined it.

7. Gremlin, after a great season 1 of Flash Gordon season 2 introduces us to some kind of kiddie Dragon that is supposed to appeal to 2 year olds.

8. Batmite, just always getting in the way

9. Herbie the robot. Ok at the time I was like how come they have him and not the human torch on the Fantastic 4. Turns out they did not want some one who starts fires for a kids cartoon, can understand it.

10. Team Rocket. To be fair I watched like only 4 minutes of a Pokemon cartoon but these guys were really lame

11. Honorable mention goes to New Kids on the block, why? Because they are New Kids on the block

I liked the theme song though. Captain Planet and the Double Dragon cartoon had better themes than the shows deserved.

It was good when I was 4 years old and wasn't paying attention to the lyrics. But I stand by the theme song from Double Dragon.

Hermes Conrad - Just a tragic stereotype and he is really awful to the Zoidberg

Quagmire - He just sounds like a guy I would never like

Brian - Excellent character development, but Brians shallowness, sleaziness and fake intellect puts me off him, it is good he usually finishes badly off.

Gloria/Consuela - A very offensive and insulting stereotype, plus she is just a mean bitch

Bobs boss in Bordertown (Mexican Muscle Mary) who seems to be one dimensional and shallow.
