Dauphin's right, you need to set expectations now or you will be guilted into doing this forever.

At this point I would call the mother and say "Sorry, this isn't working out for me, you'll need to make other arrangements." And let her tell YOU what she is willing to do to make it worth your while.

oh god! i'd contact her straight away & ask when is she planning to pay you. nobody decent would expect you to put yourself out for free.. some people take bloody liberties!!

Maybe there was a misunderstanding, or she's busy and has "forgotten" about paying you - just think, how eager are you to pay your bills vs. how eager you are to be paid? It's hard to forget about someone who owes you, easy to forget about the ones you owe.
I wouldn't be so quick to impute ill will or bad intent on her part just yet. It seems like you were not as clear and up front about it either.
Making assumptions before approaching her can exacerbate the situation for no good reason.
Also, remember that the little girls are innocent and shouldn't have to bear any of your resentment.
It's very nice of you to agree to do this for your neighbor - I think that if you continue to be polite (but clear, and firm!) the situation should work out.

UPDATE

This morning when I went out to the car to wipe down the condensation on the windows I was handed an envelope by the mother's brother. I think Mama had already left for work. Inside were

four $20 bills, just what I had expected. Later Mama called and asked if I had received the money and I confirmed. She then asked if she could pay according to her pay days, which are every two weeks. I told her that would be perfectly fine because I expected payment either every two weeks or at the end of the month. I told her whatever she felt comfortable with would be fine with me. So now everything is hunky Dorrie. Again, thanks to all for your input. Oh, I based charges on Dauphin's calculations minus labor charges, just the gas.

thumbs up! Glad she responded with some sense, she must truly need the help. It awesome she found someone like you she can trust her children with and nobody feels taken advantage of.
