I wouldn't call it "busy," but it's an up-and-coming area, which is one of the reasons why I chose to live there. This particular artwork was installed as part of the "Indianapolis Cultural Trail," an 8-mile downtown pedestrian/bicycle path that the city is building. One might think so, but not really. The majority of the project is being funded through donations. They are getting some federal transportation money, but I don't know whether they're using (or are even allowed to use) those funds to pay for artwork.
