I am like the others have mentioned,I only really look if it is so out there,it is almost demanding attention.

The funny thing is pants completely cover the area, so the bits are never REALLY "out there" unlike a pair of breasts which are on the top half of a woman's body (for starters) and are often uncovered by any clothing (truly "out there").

I concentrate on faces when meeting or speaking to guys too, rather than their "packages." LOL. Physically speaking, except for maybe weight and height, all I really pay attention to when talking to a guy is his face (unless he's shirtless and nicely muscular. If that's the case, then focusing on the areas from the neck-up can be a tad-bit difficult. ). But his facial features are most important to me.
